And he called the multitude, and said unto them, Hear, and understand

Listening is much more than the mechanical act of hearing.  It is the giving of close attention for the purpose of gaining information that will develop understanding.  Also, on of the greatest facilitators of communication is the ability to listen with understanding.
The time to listen is when someone needs to be heard.  The time to listen is the time when our interest and love are vital to the one who seek our ear, heart and our help.  God will bless us with a listening ear.
Isa 55:2
Wherefore do ye spend money for that which is not bread? and your labour for that which satisfieth not? hearken diligently unto me, and eat ye that which is good, and let your soul delight itself in fatness.
Isa 55:3
Incline your ear, and come unto me: hear, and your soul shall live; and I will make an everlasting covenant with you, even the sure mercies of David.
